What is a Neighborhood Improvement District?
In 2006, the State of Wisconsin signed into law, the 2005 Wisconsin ACT 186, which gave Wisconsin Municipalities the power to establish one or more Neighborhood Improvement Districts (NID).
NIDs allow assessable residential and commercial properties within the district boundary to contribute to programs and investments as approved by the NID Board. The NID Board is elected by NID occupants and property owners every year at the NID annual meeting. Any individual who owns or occupies property within the District is eligible to serve on the Board and vote.
What does a Neighborhood Improvement District do?
Neighborhood Improvement District (NID) take on a variety of activities; the most common NID activities include:
Home improvement assistance to residents
Neighborhood Lighting projects
Distinctive Neighborhood Signage
Enhanced Green Spaces and Landscaping
Additional maintenance services
Some of the benefits of Neighborhood Improvement Districts:
Promotes a positive image of a neighborhood district.
Creates a unified voice to advocate for a neighborhood district.
Establishes private sector control and accountability
The NID structure can serve as a community and economic development tool for neighborhood associations and community groups.

How will the NID be governed?
The NID will be overseen by a volunteer board.
The board member requirements are:
Representation from Residential and Commercial Property Owners or Renters subject to district properties
Board Seats split proportionally based on property values
Minimum of 5 board members elected by members of the district for 1-year terms
The board responsibilities are:
Execute the activities in the operating plan
Oversee and approve NID expenses and activities
Update operating annually based on current district needs and goals (which may include termination of the plan)
